Cash handouts will be provided to support households with a child or children.
Special cash handouts will be provided to support households with a child or children in accordance with the COVID-19 Emergency Economic Relief approved by the Cabinet of Japan on November 19, 2021.

The government initially laid out a plan to distribute 50,000 yen in cash and additional equivalent in vouchers. However, they later permitted local governments to pay 100,000 handouts fully in cash. In response to this, Tsukuba City decided to make a single lump-sum payment of 100,000 yen in cash.

●Overview of the Special Cash Handouts
Cash handout amount: 100,000JPY per eligible child
 
●Children who were eligible for the cash handouts
1. Children who between April 2, 2006 and September 30, 2021 eligible for the child allowance for September, 2021
→ Application is NOT required to receive the cash handout. However, application is required for government employees.
2. Children who born between April 2, 2003 and April 1, 2006 in high school or equivalent
→ Application is required. However, application is NOT required if the high school child or children have younger siblings receiving shild allowance.
3. Children born between October 1, 2021 and March 31, 2022 and expected to be eligible for the child allowance.
→ Application is NOT required. However, application is required for government employees.

●Maximum income limit
The cash handouts are provided for persons whose income is under the maximum income limit. Please refer to the details of the maximum income amount below:

Your eligibility will be screened based on your income in FY2020.
Please note that the above estimated amount of gross income is calculated based on salary income only.
The number of dependents is determined according to the taxation law.
If the number of dependents exceeds five, 380,000 yen per additional dependent person should be added to the amount of maximum net income limit.

●How to apply for the cash handouts
★The following persons are required to apply for the handout
Government employees and children indicated in #2 of "Children eligible for the cash handouts" above (children born between April 2, 2003 and April 1, 2006) whose parents/guardians meet the income standard for child allowance.
Application forms will be sent in order from January 4, 2022 to households that may need to apply.

The application should be sent to the municipality where the eligible child is registered as of September 30, 2022. If the child falls under item 3, the application must be submitted to the municipality where the child was born, so if the child moved to Tsukuba City after birth, please contact to the municipality before moving.

★The following persons are NOT required to apply for the handout:

Children indicated in #1 of "Children eligible for the cash handouts" above (Excluding government employees)
Tsukuba City sent a payment notification postcard to eligible persons on Tuesday, December 14, 2021. The payment amount indicated in the postcard is 50,000 yen. However, in response to the change in the government plan, we will send another notification letter notifying the change in amount from 50,000 to 100,000 per child. (Please note that there may be cases where a notification letter arrives after payment is made, because we prioritize swift payment of the cash handouts.)
Payment date: The cash handout will be transferred to an eligible person's bank account on Friday, December 24, 2021 (100,000JPY per child)
If you closed or changed the bank account stated in the payment notification letter, please submit "Notification Form for Registration of Benefit Payment Account, etc. " (給付金支給口座登録等の届け出書) to the Child Policy Division by December 21, 2021. Please contact for the details. (029-883-1111).

Children indicated in #3 of "Children eligible for the cash handouts" above (Children born between October 1, 2021 and March 31, 2022 / Excluding government employees)
Once the child eligibility for child allowance is confirmed, Tsukuba City will transfer the money to the same bank account designated for the allowance from January 2022 onwards.
Please note that the payment for new born babies will be made after January 2022, even if they have older siblings indicated in #1 of "children eligible for the cash handouts" above.
The application must be submitted to the municipality where the child was born, so if the child moved to Tsukuba City after birth, please contact to the municipality before moving. (Some municipalities may require an application.)

If you do not wish to accept the cash handout, you are required to submit a notification of refusal to receive the cash handout by December 21, 2021. Please call the following number for details (029-883-1111).

●Those who are evacuated with their children due to domestic violence
If you are currently evacuated with your child due to domestic violence and you are not receiving the child allowance for September 2021 (your spouse (DV perpetrator) is receiving the child allowance for September 2011), you may still be eligible to receive this cash handout if you meet the requirements.
If this benefit has already been paid to the other spouse, you will not be able to receive this cash handout even if you apply for it. If this may apply to you, please consult with your local government as soon as possible.

●Other points to note:
The cash handouts will not be considered as income for public assistance (seikatsu hogo) recipients.
If it turns out that you do not meet the requirement to receive the cash handout after it is paid to your account, you must return the money.
Although there may be cases where a city official of Tsukuba City contacts you about your application for the cash handout, a city official will NEVER ask you to use an ATM or to pay a fee for the cash handout. If you have any suspicious phone calls or mail, please contact the city or the police station near you as soon as possible.
