A car tax bill will be sent to people who owned cars on April 1, to be paid by May 31. You can pay the tax at the tax office or at your local bank. It is also possible to set up a direct payment from your bank account that will come into effect the year following your application.
Effective April 1, 2006, if a vehicle registered in Ibaraki Prefecture is reregistered in another prefecture due to a change of ownership or the owner having moved to another prefecture during the past fiscal year, automobile owners will no longer be taxed on that fiscal year's vehicle tax refunds as was the current policy. Vehicle owners who have moved will also no longer be taxed by their new municipality. Refunds relating to Vehicle Registration Cancellations and taxes levied when new applications for vehicle registrations are processed, will be calculated at a monthly rate, as was the policy before.
When an application is filed to switchover to a license plate of a different prefecture, a document called a Proof of Tax Payments for Vehicle Safety Inspection (Shaken-you Nouzei Shoumei-sho) will be required, if the vehicle safety inspection was undertaken by May 30 of the previous fiscal year.

Tax on light vehicles is charged to the person who owned the vehicle on April 1 of any given year. Once you register a car, you will receive notification of your tax obligations on a yearly basis, and you will be expected to pay the tax in May ever year. Make sure to register and deregister your car properly, so the bill goes to the correct person.
By law, Tax Payment Collection Notices are sent out within 20 days of the end of the tax payment period. When tax payments are paid at banks and other financial institutions, it usually takes the Tax Division several days to confirm the payment at the bank. If you make a payment for your car tax on one day and receive a Tax Payment Collection Notice the following day, please ignore the collection notice.
