Parking Fees in Public Lots

From February 1, 2005, the public parking lots in Tsukuba will all charge the same rates: 220 yen for the first hour and 110 yen for every 30 minutes after that.

There are 3 "Park n' Ride" parking lot by the Tsukuba express line: Kenkyugakuen Station, Banpaku Kinen Kouen Station and Midorino Station. It will cost 100 yen for first 2 hours and 100 yen for every 2 hours after that.

Mount Tsukuba Public Parking

The Mount Tsukuba Public Parking Lots will become fee-based as of Feb. 1, 2006. Mid-sized vehicles 500 yen, Large-sized vehicles 2000 yen.

Parking Violations

An enforcement system that will levy parking fines on the DRIVER of the offending vehicle will be introduced as of June 2006. If parking fines are left unpaid by the driver, responsibility for any outstanding fines will then be transferred to the vehicle owner. Moreover, violators who repeatedly fail to pay their fines will have their driving privileges suspended for that car for a certain amount of time.

Privately-run parking enforcement services will begin parking patrols. Besides the police department and traffic patrol officers, it is now legal for privately-run parking enforcement services to patrol designated areas at designated times (publicly announced) and watch for parking violations. (This is a prefectural policy, but as of 2006, the City of Tsukuba has no plans to enact it.)

Vehicles temporarily parked in a manner which is deemed a public nuisance, a danger to public safety, or a flagrant and malicious act will be policed. Illegally parked vehicles, regardless of the amount of time the vehicle was parked, will be ticketed in order to maintain traffic safety and the smooth flow of traffic.

Parking fines that are left unpaid will result in the vehicle failing vehicle inspection procedures (shaken). Vehicle owners who are in arrears on their traffic fines and receive a Tokusoku (Payment Collection Notice) from the Public Safety Commission, will be subject to Payment Collection Measures. If the situation continues, a "Hold" order will be placed on the vehicle safety inspection application.

Parking Lots to Change Names

The parking lots around the central core of the city were renamed as of April 1, 2005. The new names of the lots will be North 1, 2, 3A, 3B, and South 1, 2A, 2B, 3, 4A, 4B. The dividing line between north and sound parking lots is Chuo Dori. South 1 is the parking garage attached to CREO mall (Jusco and Seibu). North 1 is the new parking lot across the street from the mall.
